At the IPNDV’s working meeting in Oslo from June 2–6, 2025, all four IPNDV working groups—the Limitations Working Group (LWG), Reductions Working Group (RWG), Technology Track (TT), and Concepts Working Group (CWG)—gathered to advance and align their Phase III deliverables, engage in cross-cutting discussions, and explore priorities for future collaboration.

The LWG focused on finalizing its primary Phase III deliverable and reviewing key findings from its workstreams on portal monitoring, diversion pathways, and Concept of Operations. In a joint session with the RWG, Partners aligned on the structure and themes of their final papers, which are designed to complement one another and reflect shared insights. The group also identified potential areas for continued work, including transportation verification exercises, expanded use of national technical means, and applications of emerging technologies to strengthen verification confidence.

The RWG concentrated on its summary report of Phase III work, reviewing draft sections and engaging in two mini exercises to support content development. In addition to coordinating closely with the LWG on scenario alignment, the RWG collaborated with the TT to refine a technical annex on diversion pathways, which now serves as a shared resource for both Limitations and Reductions deliverables. The group concluded the meeting by outlining next steps and finalizing tasking for the next meeting.

The TT centered its efforts on shaping its Phase III outputs, including a paper on technologies for absence measurements, drawing from previously developed resources. The group met with both the RWG and LWG to co-develop the diversion pathways annex and held a joint session with the CWG to finalize the deliverable on Step 14. With most Phase III work now complete, the TT also began exploring ideas for future technical engagement.

Throughout the week, the CWG reviewed and refined its suite of Phase III deliverables: papers on confidence in verification, irreversibility, and conceptual elements of a verification strategy, as well as a joint paper with the TT on Step 14 sub-steps. The group engaged in detailed discussions and provided feedback to authors, while also looking ahead to Phase IV and considering how to refine objectives and build on current conceptual frameworks.

At the conclusion of the meeting, the Partners discussed next steps for the IPNDV following the conclusion of Phase III in December 2025.
