This is a Phase III deliverable from the Limitations Working Group.
In this paper we discuss potential pathways for diversion of nuclear warheads or warhead components and the potential impact of radiation shielding materials, which complicates the work of inspectors. We also review a number of tabletop exercises that were carried out by the Limitations Working Group, and finally we provide a summary of the insights gained by the Working Group, as well as the group’s recommendations for further work.
